According to the Aircraft Spruce catalog the difference is that the heads have safety wire holes drilled in three directions instead of just one hole like normal drilled head bolts. This is to give you a better chance of getting the safety wire in the correct position for a good lock. Of course, this is only important when you are putting the bolts into a threaded prop hub. When you are using nuts on the back of the bolts like the Great Plains hub it doesn't really matter.
