VE and PE resins are air inhibited. The surface in contact with air will never cure to rock solid. PVA blocks the air and solves that problem. So does mylar layup (same thing Mark Langford does, but leave the plastic on). I'd spray it with a gun or airbrush, though. Don't want to mix it into the resin.
