I think you are mostly right, although BRS devices are heavily discussed, here, too. I wander if Steve could have survived with one of those. Sufficient altitude? If a plane spins when it's too low, maybe you can't. I don't know... Anyway, 3 k$ is VERY cheap. I'm afraid I could spend 5 times that, in Europe.
