Max power is always achieved at max throttle (I least I can't imagine any
exceptions other than mixture goes whacko at WOT or something like that) in
a properly running engine, so that's where you start.  Sounds like you need
more pitch, or a different tachometer!   I'd make sure you're measuring it
correctly, because that doesn't sound right.  If you'll go to
http://www.maddyhome.com/corvairsrch/index.jsp and use "warp, pitch, and
degrees" as the keyword, you'll get 44 hits on the subject.  I seem to
remember 15 or 19 degrees or somewhere in there being appropriate for the
Corvair.  Let us know what you figure out...
