I reserved my N number years ago and at that time the Feds notified the
state that I had done so.  I got a letter from the county asking me to pay
tax on my airplane.  I sent them a nice letter stating that I was building
an experimental plane and that the registration number was part of the
process.  I had not yet received my airworthyness certificate so I didn't
have an airplane yet.  They accepted my explaination and I didn't hear from
that county again.  Several years later we moved and I updated my address
with the FAA.  Again I got a letter from my new county asking me to pay
taxes on the plane.  I sent the same letter the second time to the new
county and have not heard anything again.  I live in GA so your results may
vary but the "it ain't an airplane without an airworthyness certificate"
explaination worked for me.
