Somebody gets to clean up the mess when fun goes wrong, the some official person close to the cleaners decides we all need new rules to live by. Then it just gets harder to build and fly experimentals because they are "unsafe". Most times the pilot is unsafe. I listened politely to a DAR tell me that he would not let a builder's experiments give the community a bad name. Same goes for pilots.
