Don I think you may have miss read the specs below, clean stall with power off is 38 and with spoilers the stall speed increases to 45.
38 complies, I think, how you bleed the speed off is a non issue (spoilers, flaps or belly board) as you can retact them to get the stall speed down if required (flaps would reduce the stall speed even more).
