I should also mention that standard analysis procedure around here is to 
ignore friction (and therefore bolt tension) on bolted joints that are in 
shear, so they are not expected to be super tight anyway.  Having tight 
bolts is "gravy" in the conservative stress guy's mind, because his design 
does not count on it, because you can't count on it staying tight forever...
