It really depends on how far along the project is. The real purpose behind the 51% rule in issuing the repairman's ticket is so that you, the repairman are intimately familiar with every concievable portion of the aircraft you may be called upon to repair. Be sure to document the dismantling and inspection of what you have there already and remember that most of the work comes later in the project ;) As long as the project is not completed and just needing finishing and you can show and document familiarity with every system and method of construction used in the aircraft you should be OK.
