Ballancing the control surfaces will not prevent flutter.  You will still
have some speed at which flutter will occur.  The trick is to make that
speed as high as possible.  Things that will raise the flutter speed include
the following:

1. ballancing the control surface

2. making the total weight of the control surface as low as possible  This
is why you want to have your aileron ballance weights as far forward as you
can to keep the amount of weight used as low as possible.  Get all your
weight as close to the rear spar as you can.  Also it would help a lot to
just use one layer of carbon fiber for your ailerons to keep them stiff and
light.  Use extra care to make your foam in the aileron area straight and
smooth so you don't need a lot of filler, fill with just dry micro, and keep
the painting light.

3. make sure there is as little play in the control system, particularly the
ailerons, as possible

4. make sure there is no flex in the control system.  This is one area that
I still need to work on the Stang.  It has a belcrank mounts that are
rivited to the fusalage sides on each side of the stick then it has bushing
blocks rivited to the fusalage sides where the pushrods connect to the
aileron torque tubes.  I was shocked when I put some clamps on one aileron
then I was able to flex the other one up and down several inches.  I will
add some reinforcements to the two areas in the system that are letting the
system flex.  The KR should not have near the problem the way it is done,
but clamp one aileron and try it out.  That will indicate the play and the
flex you have in the system.

Any one that is more qualified please chime in.  I am not an aeronautical
engineer and we could all benefit from more information or links to more.

to believe that balancing the control surfaces will prevent flutter? Is this
