Well I am a A&P and use only FAA O2 refill stations. You have to because you can't just buy it anywhere. They have to make sure that the Tank and Regulator are approved for use with each other before the tank is filled. You can just take it to any O2 place for filling but then you don't get the proper tag for the log book entry so you have to use a certified station.
