I think it would be easier to move the fuel to the outer wing panels
than to change the control system.  Make the tank(s) long and
narrow and keep them close to the forward spar for minimum
effect on the C.G.   Alum tubes, one in the lead edge and a larger
one just behind the forward spar, would be ideal.  Some quick
math indicates that a 4 inch I.D. tube X 6 feet long in the lead
edge would give you3.75 gallon and a 5 inch I.D. tube behind
the spar would give you 4.7 gallon for a total of 8.5 gallon each
side.

All my fuel is in the outer wing panels, 12.5 gallon in each wing.
For access to fuel fittings and wiring, I cut a 4"X9" panel  in the
bottom outboard edge of the stub wing.  I mount the wing panel
and then hook up the fuel lines and assoc wiring.  The panel is
hinged on the forward (4 inch) side and two screw hold it shut on
the rear side.  Works great.  A photo of my tanks under construction
