This might give you some ideas.  It is the standard Cessna bracket
for mounting wheel pants.  Cessna uses a threaded extension of
the wheel locking nut to mount the pants on the outside.  It looks
basically like a piece of pipe threaded to spin on to the axle to hold
the wheel and a plate welded on the outboard end that is drilled and
tapped.  If you have a solid axle, the axle can be drilled and tapped
for the outboard fitting.  Some type of spacer  may be required if the
axle does not extend out beyond the wheel.  This could be as simple
as a flat piece of aluminum, mounted to the axle, bent to extend
outward, and then bent again to form a mounting tab(s).  That is the
way my RV pants mount to the axle.

The inboard bracket generally mounts between the axle base and
the lower gear leg bracket.  The Cessna bracket in the picture may
be a bit difficult to duplicate so you could go with a piece of aluminum
that simply has two or three "arms" that can be bent to form mounting
tabs for the pants on the inside.  As I recall, my RV pants only have
two mounting tabs on the inboard side.

My RV pants had a considerable space on the inboard side  between
the bracket and the pant.  I made spacers using what I think is called
a "threaded connector".  It looks like six or eight "nuts" stacked together.
They come in various sizes, both length and thread diameter.  I used
a piece of threaded rod, cut to the correct size on the bracket side, and
used the outboard end as the mount point for the pant.  You can spin
the connector in or out on the threaded rod to adjust the threaded
connector to the exact length you need and use locking nuts to keep
it from rotating.  The threaded rod is held in place on the tab with a
nut on each side to lock it down.  You could use lock nuts or regular
nuts with lock washers.  Mounting the pants before any paint is
applied allows you to see through the pant to drill the holes for
the mounting hardware.

I think I'm approaching 1000 words so this should be as good as
a picture.  :-)  If not,  my KR is out of annual and I'll have the pants
off soon for the inspection.  I can take a few pic's and e-mail them
to you.
