I would disagree with that statement. In the exemptions section: (9) Aircraft equipped to carry not more than one person; If you have 2 seats and 2 seat belts, and your plane is registered as more than a single seater, I would say you are "Equipped" to carry more than one person. It does not say "if you carrying no more than one person." or "if you are flying Solo".
