You're not "required" to use it anywhere but using it at transitions 
points, edges, overlaps, etc., save a lot of fill and sand.  The peel 
ply draws up the resin and holds down the glass to help make a smooth 
transition or seam.  Do yourself a favor and use it at all 
joints.  Just don't forget to remove the peel ply before adding any 
more layers of glass.  The peel ply will not "bond".  Use a dry brush 
to apply the peel ply and brush it on until it wets out from the 
bottom.  If the peel ply won't "wet out", your lay up may be a bit 
dry.  If it "wet's out" with one or two brush strokes then you're 
probably using too much resin.  You'll get the hang of it in short order.
