Rand Robinson has refused to give up the plans business to NVaero, and for a long time Steve at NV had to buy them at RR's price and send them to builders paying the shipping out of his pocket. For a little while he's gotten a very slight break from RR so that he's not losing money, but recently RR informed him they weren't going to let him handle plans anymore. So now we're back to the "hail Mary" sending of a money order to RR in hopes that some day she'll check the mail and send your plans to you. The address is given at http://www.fly-kr.com/ . I've always thought that buying plans from RR was the reasonable thing to do, but if you're in a tight spot and really need the plans, a jerk named Justin posted them to the web in early 2009, so they are floating around as a bit torrent or something, if you don't mind picking up a bunch of viruses in the search for them...
