According to Tony Bingelis, it is best to be "neutral 
balanced".  Second best is to be "over balanced" ( weight heavier 
than control surface), and worst case is to be "under balanced" 
(control surface heavier than counter weight).  As every KR is 
different in weight, size, and shape of control surfaces, what has or 
is working on one may not necessarily work on another.  It is 
generally considered the responsibility of the engineer / designer to 
specify which surfaces need to be balanced.  In our case the ailerons 
are the only surfaces specified to be balanced.  You might recall 
that the pilot of one of the first WAR replica P-51's, which was 
based much on the design of the KR series, was killed when the 
aircraft experienced aileron flutter and crashed.  You are your own test pilot.
