I would think the VG's would make the elevator have more authority and thus 
more sensitive than without though the only way to tell is to put them on and 
try it. 
As far as pitch sensitivity is concerned I don't think the KRs are sensitive at 
all. I flew both Martin Roberts KR and Steve Alderman's solo several times each 
and never noticed any pitch sensitivity at all. These were both plans built 
standard KR's. Of course they didn't fly like a Cessna 150 but the 150 never 
flew like a sports car either. If you want it to be less sensitive just shorten 
the elevator and increase the span on the horizontal. You could also make the 
elevator arm longer to cut down on the stick movement ratio. There are many 
ways to make it fly more like conventional aircraft if that's what you are 
shooting for. If you haven't yet flown a KR don't let the pitch sensitivity 
concern you that much. Having flow the above 2 I am building mine to plans.
