For the moment I'd say 5 ft-lbs for the 3/16" bolts, torqued at the nut, not 
the bolt head (but I'm sure you knew that already).  Of course the 3/16" and 
3/8" bolts that fasten the two WAFs together are much higher.  I use an 
inch-pound wrench for those light torques to ensure higher accuracy (60 
in-lbs).

I have some spars with WAFs out at the airport and I'll do a little testing 
on that tomorrow to make sure I'm in the ballpark.  I can torque until the 
wood yields a few thousandths to quantify it.   I know my Sensenich prop's 
3/8" bolts are torqued to about 15 ft-lbs  (180 in-lbs) and that's just 
short of crushing the wood, but the prop is more dense wood...
