They probably want a pilot on the policy since it is airworthy. See if someone will volunteer. When we built a Zenith CH-650 we got a quote for 2 pilots with only 5-8 hrs 650 time (insurance required 5 hr min) and we had high hull insurance of $70K to cover cost of new build with Rotax, Dynon, etc. We took advantage of Zenith factory providing their test pilot to do 1st flight if we paid airfare and living expenses. Added test pilot to the policy and due his 1,00's hrs in Zenith our insurance went down $100, even with now 3 pilots instead of 2. We kept him on for the 2nd year, but now we have enough time it doesn't make a difference. If you plan to sell the plane, you'll probably want insurance to cover flight tests.
