You may be thinking he's going to use a tapered reamer, but surely not! Drill bits don't necessarily drill round holes, and aren't offered in a lot of sizes. I found somewhere to measure the diameter of the bolts and get one that's mayby .0005 larger. I used a close-tolerance reamer to open up my largest WAF holes, and I see that the only reamer I have near 0.375" is a 0.3755" reamer. I got it from McMaster Carr, as I recall. Now $31, at https://www.mcmaster.com/reamers/high-speed-steel-round-shank-reamers-10/ . Still, measure your bolts first and then order the reamer. They come in .0005 increments. This is really not as critical as you might think, because friction on the bolt may relax eventually, but all that matters is that the WAFs are "pinned" in place. That's what the design criteria would be, disregarding bolt torque (it's still nice to have though)!
