I'm sure you'll get a more technically correct answer than mine but here is what has worked for me for 15 years and 755 hours.  I made the assumption that the bolts, being loaded in sheer and not in tension, that the torque value was not critical. I used nylon stop nuts instead of castle nuts and simply got them "goottin tight" .  A standard length box end wrench on bolt head and nut and good and snug with one slight grunt for good measure.
