It appears you're trying to kill two birds with one stone.  If you're not careful, one will escape.

My preference would be to pick the primary need and set it up for that scenario.  Night flight has specific requirements to be legal and your primary task is to meet those requirements.  You are required to have "anti-collision lights" with stated visibility requirements.  I don't see how the lights on the belly board would meet these requirements, so you will need a separate "anti-collision" system.  With that requirement met I'd set up the belly board lights to use as landing / taxi lights only.
