It is just needed for the "msgcc" set of tools right now, but I could
imagine future uses for other tools/projects and therefore put it into
usr/src/lib/libpp/ ...

Thanks for the info. I've uploaded the first set of l10n (=localisaton)
changes with http://polaris.blastwave.org/changeset/390 (i386/AMD64-only
right now, SPARC will follow later today when my Ultra5 finished
building... ;-/ ).
