Craig, After I sent my brief message of saying I was seeing a similar problem, I recalled a similar problem in previous version of Plone and KSS related to permissions. My KSS was not being seen by the anonymous public. I just checked the javascript permissions and discovered that KSS not being shown to anonymous visitors if debug mode was on. (And I happened to be still running in debug mode.)
So check your permissions.
