I don't know why some messages got deleted from this thread. I received the replies via email. But in any case, it appears others have the same issue even when creating new clusters.
For what its worth, my cluster status page eventually stopped reporting that error. I don't know if a Google Support Engineer got an alert about it, or if they saw this thread. I never received any notification. I have yet to re-attempt to upgrade to 1.9.4-gke.1.
