cadvisor is a library dependency for kubelet:
https://github.com/kubernetes/kubernetes/blob/master/pkg/kubelet/cadvisor/BUILD#L29-L31
so when you install kubelet, you will install the cadvisor library.
Prometheus does not use cadvisor, no.
