During installation of Kubuntu Dapper Flight 2 amd64, I selected "English
(british)" as keyboard layout in the installer. Installation locale was set to
German. KDE does use German as general locale as it should. However, keyboard
layout is set to "English (US)" by default for all users.
KDE should pick up the keyboard layout configured during installation and set it
as default keyboard layout for all users. Iirc, this used to work in breezy.
Normal text console logins correctly use the British English keyboard layout.
As a workaround, the user can manually configure the keyboard setting via KDE
System Settings -> KCMLocale.
