It appears to have been fixed as far as I can tell in Dapper. kxsconfig runs as part of the kde screensaver config for some hacks - for instance, preview the fibrelamp hack and choose 'setup' you will get a setup window with a title of "fibrelamp - kxsconfig"
As I recall (and its been a while) this bug report from me came from Breezy and was entered into bugzilla (no launchpad at that time) - I don't have any breezy machines any longer so can't tell if the bug still exists.
