I had the same problem after a clean installation of Hardy. After googling a lot a found the solution was:
cd /etc/xdg/menus/applications-merged ln -s ../kde-applications-merged/kde-essential.menu . It seems that some program is searching for kde-essential.menu at the wrong place ;-) -- kcontrol is empty https://bugs.launchpad.net/bugs/80444 You received this bug notification because you are a member of Kubuntu Team, which is a bug contact for kdebase in ubuntu. -- kubuntu-bugs mailing list [email protected] https://lists.ubuntu.com/mailman/listinfo/kubuntu-bugs
