Note: I wasn't sure which sub-component of KDE to file this bug against
so I chose "KDE".

The "raise on click" behavior for inactive windows should happen only
happen after the mouse button has been released, rather than when it is
depressed, as currently is the case.

The current behavior makes it very cumbersome to drag an object from one
window to another, since, if overlapping, the destination window, can
become obscured.

With the suggested behavior, of "raise on click" only after release, the
inactive window will be raised on click only if there is no drag in
progress.

Currently the options available for clicking on inactive windows include:
Activate, Raise, and Pass Click
Activate, and Pass Click
Activate and Raise
Activate.

There do not appear to be any options for adjusting the "raise" behavior
aside from simply enabling or disabling "raise".
