Running Kubuntu 8.10 beta with latest patches as of date of this report:
KDE4 Dolphin -> Preferences -> View Modes -> Icons -> Grid Arrangement:
Arrangement = Left to Right results in Top to Bottom visibility
Arrangement = Top to Bottom results in Left to Right visibilty
Behavior is exactly reversed from KDE 3.5 Dolphin.
