It's hard to say if that's a bug or not, we need a bit more information
to be able to tell.

Could you describe the steps you used to create the filter?
What you want the filter to do?
What the filter is actually doing compared to what you expect?

If you can give us the details we can try to reproduce the problem and
see if it's a bug or intended behaviour.
