Technically it is using the KDE 3.5 libraries, but in the KDE4
workspace. One would have to change the way KDE3 apps report their
version ("Using KDE 3.5 libraries in a $desktop_environment" is a bit
long though) in kdelibs, and that's really not likely to change at all.
