i think the problem is in the following package:

When you put an audio cd in the cd-rom reader, you can open the cd and find the
mp3 dir
if you copy the dir content on your pc you can see that the encoding of the
filenames is good,
but if you open them with amarok you can see that the mp3 tags are wrongly
encoded.
It' seems to be saved as ISO-8851-1 instead of UTF-8
Of course you can reproduce the error only if the there is a track with
a title that contains a char with axcents or "strange" chars
