For me the listbox always appears in the last place where it appeared before, when you open it with the left mouse button (LMB).
If you don't open it with the right mouse button (RMB) (for which it is placed in the right place) it will appear in the top left corner since it isn't being relocated to the proper position. If you open it with the RMB it is relocated to the (almost) correct position and if you then use the LMB it will open in that new place. If for example more networks appear or disappear (changing the listbox size) the listbox will stay in that last place and can grow out of the visible area if it is opened with the LMB. Nevertheless even with the RMB the listbox isn't placed in the same place the other icons' menus (print, sound, akonadi,...) are (above the bar).
