The behaviour of 'sudo halt' is intended, it was long broken and now does what 
it's supposed to do, HALT the machine instead of powering it off. If you want 
to power the system off, please use 'sudo poweroff' or 'sudo shutdown -h -P 
now' as kdm does now.
