They may well have ended up in a newer distribution, but that's not the point. I wish to keep running 12.04 LTS to avoid semi-yearly churn. This is a serious enough issue that I would think you'd want to backport it.
I may be parsing your message incorrectly, but if the last version bump in Raring/Saucy was to 4.9.1 then it seems clear that patch won't be in there.
