You have been subscribed to a public bug:
On a fresh install if you connect to a network the first thing that pops
up is a dialog to migrate kwallet4. But as a new users there should be
nothing in kwallet4.
This may be because kubuntu-settings is making an empty kwallet4, I'll
upload a new kubuntu-settings without this to try it out.
