I just found a workaround for this issue, and it works in kubuntu 16.04. The workaround steps are:
1. Edit /etc/xdg/menus/kf5-applications.menu 2. After <DefaultMergeDirs/> add the following line: <MergeDir>applications-merged</MergeDir> 3. Save the file, and you might need to reboot to see the updated menus.
