I can confirm that the option is missing in kig 4:15.12.3-0ubuntu2 on Ubuntu Yakkety. As mentioned in the upstream bug report this might have been disabled in packaging, but at a glance I didn't see how (or why). >From the changelog (http://changelogs.ubuntu.com/changelogs/pool/universe/k/kig/kig_15.12.3-0ubuntu2/changelog) I did find that there has been similar problems in the past, see bug 1111697 for details. At that point, libboost-python-dev was added as a build dependency to make the python support work.
