Public bug reported:

I am unable to add the World Clock plasmoid to any of my desktops. I
always get the following error:

Error loading QML file:
file:///usr/share/plasma/plasmoids/org.kde.plasma.worldclock/contents/ui/main.qml:26:1:
module "org.kde.marble.private.plasma" is not installed

I have Marble installed, but that seems not to matter.
