I am on Kubuntu Disco Dingo and the issue still exists. I work with virtual desktops not by having a preset number of them, but by creating and removing them on demand as I see fit. This is easy to achieve by using the "Add Virtual Desktop" and "Remove Virtual Desktop" options in the Pager's context menu.
Everything works as I expect when there exist at least two virtual desktops. But once I have 2 of them and use the Pager's "Remove Virtual Desktop" option, the whole Pager just disappears. Then I don't have an easy way to r-add a second virtual desktop. The only possibility is to open System Settings's page on virtual desktops and add a new desktop there, which is rather inconvenient. (On a related note, there is an inconsistency between the Pager's behaviour when adding a new virtual desktop, and doing the same in System Settings. Adding a desktop in Pager causes its name to be "Dekstop 2", "Desktop 3" etc., while doing the sate in System Settings always sets the name to "New desktop".) I would suggest that the Pager's behaviour when there is only one virtual desktop should be configurable in the Pager widget's settings. And the default setting should be to always show the Pager, because as described by Rudolf Leitgeb above, it is rather confusing for a new user when she tries to add a Pager to a panel and the action apparently fails. The current behaviour breaks the Principle of Least Astonishment. It is worth noting that there is a workaround for this issue.
