kde-config-systemd is unmaintained and unsupported from KDE. It will be
remove from Ubuntu in the next release, and we are just waiting for
Debian to do the same so it does not automatically sync back.
In the meantime this conflicts is deliberate, as kde-config-systemd and
systemsettings ship some of the same files so would produce another
error if they could both be installed at the same time.
