I am testing the Plasma 5.18 beta and noticed this behavior. I have another 19.10 install that's at Plasma 5.17.5 and it is doing the same thing. The window loads and shows the "Collecting information about your system" message but doesn't get any further. I've left it open for 30 minutes and no change.
