Additional details:
- I pixelated parts of the document that affect my privacy.
- Someone suggested to apt-get install fonts-noto-core, but it is
already up to date.
- Someone also suggested to attempt using mupdf and it displayed the
characters properly.
- In Okular, while the PDF is opened I click on properties and click on
the Fonts tab and it has three columns:
Name: Arial-BoltMT (substituting with Liberation Sans Bold), ArialMT
(substituting with DejaVu Sans
Type: CID TrueType, CID TrueType
File: /usr/share/fonts/truetype/liberation/LiberationSans-Bold.ttf,
/usr/share/fonts/truetype/dejavu/DejaVuSans.ttf
