Julian, if apt knows that mutter is being held back due to phasing, and
that gnome-shell and gnome-shell-common are being held back because of
the mutter dependency, then it should be possible for the message to
look something like:
The following packages have been kept back as they are phasing or depend
on a phased package:
gnome-shell gnome-shell-common mutter
