Public bug reported:
Debian correctly has the depends 'kwin-common' for 'kwin-x11' and
'kwin-wayland':
https://packages.debian.org/stable/kde/kwin-x11
https://packages.debian.org/stable/kde/kwin-wayland
Currently Ubuntu has no such depends; without this dependency Kwin does
not work at all when installed alone.
A full KDE/Kubuntu install pulls in this dep, but some users may want to
install Kwin without KDE (for example, to use it as the WM/compositor of
a modular DE such as LXQt).
