After a bit of research, I found that apport is not enabled by default (https://wiki.ubuntu.com/Apport). I followed the instructions to enable it, but it still didn't launch the bug reporting dialogue.
I then tried installing systemd-coredump, which required me to remove apport-core-dump-handler. I then ran coredumptctl, but that didn't work because the shell claimed it wasn't installed! I then reinstalled apport-core-dump-handler, which still didn't work. However after a reboot, the crash handler did launch but what I got was not useful enough to post via the dialogue on it's own.
