I tried making a new user account, and made sure to use the same
password for the keyring (blowfish) and the user password.
Unfortunately, this did not solve the problem, and I am still prompted
to unlock the keyring when I open the app that asks for it (in this
case, NeoChat, but for the original report: Nextcloud Desktop).

Any hints or ideas to collect more debug information would be
appreciated.
